To my knowledge they aren’t illegal. But you would almost certainly be responsible for any damage it caused.
The R/C car might not be a good target. EMP vulnerability comes from length of exposed conductors – in a regular car the computers are interconnected by wiring many feet long. In EMP tests transistor radios that were operating strictly off batteries were essentially immune to practical levels of EMP. But your computer and home electronics may be destroyed – EMP is not all that directional. Not really a good toy.
Are electromagnetic pulse generators illegal?
Okay. So i decided i wanted to create an awesome electromagnetic pulse generator. I really wanted to point a remote at a R/C car and have it fry it. BUT WAIT! Before some guys in black suits come knocking at my door, i wanted to question the legality of building one. I checked online but nothing was mentioned. So i was wondering if it is illegal in (specifically) Washington (state). If it was, is it illegal in Nevada? Or can you obtain some sort of license? thanks.

Plans for an Electromagnetic Pulse Generator?
Does anyone have plans for an Electromagnetic Pulse Generator, the generator must not contain any explosives, no larger than an average sized backpack, and the desired results would to at least be able to shut a computer off. I have extensive experience in both electrical and wiring circuit board for numerous things. If your wanting a reason for the interest, lets say its for an advanced Electro Science class, if there is any further questions ask and i’ll post an a detail.
is it possible to use a type generator to emit an electromagnetic field?
is it possible to use a type generator to emit an electromagnetic field strong enough to make keep things from penetrating it? I know it sounds far-fetch. I already know the one that emit a pulse, but is there one that mainstains it’s field.
i meant any type of generator or machine that can produce a field.
many things produce a field or pulse. need something that can greater field and maintain it.

Earlier in 2009 there was a video that talked about the effects of a high-level electromagnetic pulse on the U.S. population. I have a new invention that I would like to inform the population about.
My invention is in the category of a high-level EMP – Electromagnetic Pulse – attenuation system that was built to stop the effects of a high-level EMP from reaching electronic equipment. It is in no way related to a Faraday Cage except the fact that it is meant to stop an EMP. The electronics stored inside a Faraday Cage cannot be used unless a generator is running inside the cage. My system allows wires to run into the cage so that the components inside will run continuously during an EMP. To date, no wires can run into a Faraday Cage due to their conductivity. Even wire shielding cannot protect the components because the high voltages induced will spark through the thin shielding. Layering plastic will only make transmission lines heavier. With my system, enterprise stations can continue running without having to shutdown before an EMP. Without my system, major electronic systems will either be destroyed or shutdown temporarily to avoid possible damage.
If the stock market had to shutdown for a few hours the points would fall quickly. My invention has been tested to 50,000 volts and still climbing. I believe my invention is something that will attract the interest of major power stations, server farms, and high-power building due to the possibility of an EMP attack at any time over the U.S. Why else would countries allow the U.S. to continue spending despite its debt?
One example of an application is with Bloom Energy. With my product working with Bloom, we will not only deliver cost effective energy, but we will also protect major corporations from dangerous over voltages. eBay and Google are prime examples.
I have lots of pictures and videos of the system that I wouldn’t mind showing.
This will show the population and major corporations that their electronic equipment can be fully protected. It will also become a top priority in the development of the United States level of redundancy.

If you pay attention to the end of the video, most people would agree that we would do exactly what was stated. The government has been talking about this for many years. They have been looking for a way to completely protect from an EMP. I have the solution and I want to inform the population about it as soon as possible.
Strictly speaking, yes, even an electric motor generates an electric/magnetic field.
If you’re looking to create a “force field”, the amount of energy required to “protect” any significant area will be massive. A simple solenoid or toroid coil can be made to generate massive fields, there was some lab a few years ago that bragged about lifting frogs (without cooking them) using pulsing magnetic fields, but as far as producing a sci-fi quality force field goes, no. Unless you’ve got a REALLY good reason, you don’t just generate that strong of a magnetic field.
Also remember, strong magnetic fields are classified as hazardous environments. Serious health risks are involved with exposure to strong magnetic fields.
You need to be more specific about your application before a person could make an educated estimate about the practicality of your idea. Are you trying to generate a field just to produce one, or do you have a specific purpose in mind?
