With either meter, monitor the AC output while adjusting the engine speed. There is a spring attached to a long threaded rod. Adjusting the spring tension will vary the engine speed. Most small generators should be adjusted for about 62Hz under no load. Under load the engine will slow slightly to 60Hz. It sometimes takes a little experimentation to find the best speed for any particular generator. At 60Hz the engine speed will be 3600RPM. 62Hz will be at 3720RPM.

Portable home Generator Problem : Its not starting with the electrical starter switch but it does get start with recoil rope (but with very difficulty) after attempting 8 to 10 times with a two handed powerful pull.
The oil is full and fresh, the fuel is there in the fuel tank, the spark plug is clean, air filter is not too dusty or clogged so that a generator could not get start. Battery shows 12.7 V on no load. The engine is cranking with a normal sound ………..
What went wrong ?

Although it was starting before.
I used it regularly for about 5 hours (5 hours daily : 1.5 hours run for 3 times with a delay of 3 to 4 hours)
Have you checked your fuel tank for water in the bottom? You may have put some bad gas in it, or it could have been left out of doors when it was raining. You can check this by draining a bit of fuel from the tank by quickly removing and replacing the fuel hose at the tank or carburetor. If water is present, you will have to clean your carburetor.
Another possibility is a clogged air filter.
Check out this website for a utility company. It will give you a basic example of how to hook up a generator. I would suggest that if you have no experience to hire a licensed electrician.
5W30 is a good viscosity for most portable generator use.
Your engine likely takes less than one liter or quart. It’s not worth checking the viscosity. Empty it and put new stuff in. I change oil at least annually or after every 50 hours running time, whichever comes first.
